Accelerating inclusive and sustainable economic transformation to realise Vision 2030.

1. Background & Development Context

NDS 2 builds on the Transitional Stabilisation Programme, NDS 1 outcomes, and the 2024 National Economic Census. It positions Zimbabwe to realise Vision 2030 by accelerating inclusive and sustainable economic transformation. The plan aligns with AU Agenda 2063, SADC RISDP and SDGs.

Government used wide consultations involving private sector, civil society, academia, diaspora and MDAs.

2. Macro-Economic Stability & Financial Sector Deepening

Government aims to maintain a stable macro-environment with predictable policies.

Currency & Liquidity

Strengthen ZiG and foreign exchange stability. Manage liquidity, fiscal discipline, reduce deficits and ensure responsible borrowing.

Reserves & Innovation

Build foreign currency reserves. Expand digital payments, fintech innovation and green financing instruments.

Financial Inclusion

Expand financial inclusion through credit access, savings mobilisation and MSME support.

Sector Integrity

Improve integrity and resilience of banks and capital markets.

3. Inclusive Economic Growth & Structural Transformation

Agriculture

Boost productivity, modernise farming, integrate agriculture with industry.

Mining

Deepen beneficiation of lithium, PGMs, gold and iron steel; curb leakages; environmental compliance.

Manufacturing

Increase capacity utilisation, SEZ expansion, retool industries.

SMEs & Tourism

Formalise informal sector, integrate MSMEs. Promote domestic tourism.

Overall strategies include ease of doing business reforms, skills development, private sector partnerships, environmental sustainability and infrastructure development.

4. Sectoral Value Chains

Government will strengthen integrated value chains including retooling, standards enforcement, SME participation and industrial parks.

5. Infrastructure Development & Housing

Energy

Complete major power projects (hydro, solar, thermal). Bankable PPAs for IPPs; expand transmission lines; rural electrification.

Transport

Accelerate major highways (Harare–Chirundu, Harare–Mutare, Gweru–Zvishavane). Modernise rail. Upgrade airports; inland waterways.

Water & Sanitation

Complete dam projects (Gwayi-Shangani, Kunzvi, Tuli-Manyange). Upgrade water treatment plants; expand borehole networks.

Housing & ICT

Deliver urban/rural housing through PPPs. Expand national broadband; improve cyber-security; digitalise government.

6. Agriculture, Food Security, Climate & Environment

  • Expanded irrigation and climate-smart agriculture.
  • Mechanisation and extension service modernisation (digital tools, drones).
  • Strengthening grain reserves, structured markets and warehouse receipting.
  • Advancing livestock health, genetics and aquaculture.
  • Environmental protection: wetlands, forests, veld-fire control.
  • Disaster readiness and climate governance.

7. Science, Technology, Digital Innovation & Human Capital

  • Strengthen Education 5.0 – research, innovation, industrialisation.
  • Modernise universities and TVET institutions.
  • Promote space technologies (ZIMSAT), geological mapping and HPC.
  • Expand incubators, accelerators and digital entrepreneurship ecosystems.
  • Improve cyber-security and e-government platforms.
  • Promote STEM and build a modern workforce.

8. Job Creation, Youth, MSMEs & Sport

  • National Employment Policy and formalisation of informal traders.
  • Youth enterprise financing, skills incubators and digital literacy.
  • Rural industrialisation and MSME cluster development.
  • Strengthening the creative economy (film, music, heritage arts).
  • Enhancing sports infrastructure and high-performance centres.

9. Regional Development, Devolution & Decentralisation

  • Timely devolution fund disbursements.
  • Transfer of functions to local authorities and capacity-building.
  • Provincial Economic Development Plans (PEDPs).
  • Improved service delivery: roads, water, waste, housing.
  • Enhancing community participation and accountability.

10. Social Development

Health: Strengthen primary care, hospitals, medicine availability. Combat NCDs.

Education: Enhance learning infrastructure, digital learning and inclusion.

Protection: GBV prevention, social assistance for seniors/orphans. Drug abuse prevention and enforcement.

11. International Relations

• Strengthen “Zimbabwe is Open for Business” diplomacy.

• Expand participation in international organisations and expos.

• Promote diaspora investment and cooperation.

• Develop tourism branding and modernise borders (OSBPs).

12. Governance & Security

• Deepen accountability, transparency and service standards.

• Digitalise procurement; modernise government systems.

• Judicial reforms and anti-corruption measures.

• Promote national unity and strengthen national security.

13. Financing the Strategy

Domestic fiscal revenues, Capital markets (bonds, REITs), Diaspora investments, PPPs, Climate financing, and Asset recycling.

14. Implementation Framework

Whole-of-Government approach involving Cabinet, Thematic Working Groups, Ministries, Local Gov, and Private sector. Emphasises a performance-based culture.

15. Monitoring & Evaluation

Strong results-based framework with Clear KPIs, Electronic monitoring, Periodic reviews, and Strengthened ZimStats data units.

16. Results Frameworks

National integrated framework linking goals to outputs/outcomes. Sectoral matrices define responsibilities and timeframes.
